Written by Renee England | Feb 27, 2025 6:32:55 PM

We are delighted to shine the spotlight on not one, but TWO of our amazing consultants for February Joshua Allen and Tony Panganiban! 🎉

Joshua Allen:

Spending his formative years as a part of a vibrant Coast Guard family, Joshua relocated frequently due to the nature of military life. After a while, he and his family ended up in Coos Bay, Oregon, where he attended middle school, graduated high school, and then went immediately into the Marine Corps. This is the town he now fondly refers to as his hometown. Like a true Oregon native, he's a major supporter of the Oregon Ducks.

Joshua's life is peppered with intriguing experiences. These range from teaching himself to juggle in Kindergarten after seeing a clown at his school, which showcases the determination and dedication he has that has stuck with him into adulthood, to experiencing the interesting place that is Los Angeles, CA as a kid in the '90s. His global travels have enriched his life greatly, with his longest stay being in Okinawa, Japan, for 13 years, during which he picked up the local language.

His interest in the Marines has been a long-time affair, fueled by the prestige of the organization, the challenges of earning the title and the adventure promised by the corps. His successful shift into the intelligence community happened after his initial enlistment where he became an Imagery Analyst and supported ISR efforts with an F-18 squadron. This taught him how intelligence drives operations, and how ISR contributes to success in all phases of competition. All while reflecting his adaptability and drive. The Marine Corps Intelligence Activity (MCIA) and the Office of Naval Intelligence (ONI) are among his noteworthy assignments over his 20 years in the career field.  After the Marine Corps, his career took him to places like Niger and Djibouti, noteworthy places on the roadmap that helped shape his trajectory and lead him to Kavaliro.

When asked what his favorite part about his job was, Joshua responded, “My favorite part of my job is contributing to the mission. It’s very gratifying. I’m very grateful to work for Special Operations Command Pacific and to be a part of a team that has such an important mission for national security. To be able to contribute to efforts that support down-trace special operations units and help enable success is something that I take very seriously. It’s an honor to be able to continue to serve and support those that are on the front lines.”

Outside of work, Joshua has a special passion for cycling. It’s evident in both his hobbies and lifestyle. He's not only an avid cyclist but a competitive one, having participated in various cycling forms like BMX, road, and mountain biking. Getting out the door every weekend before the sun rises to put some miles behind him is a way for him to stay fit, decompress, and just feel amazing in general. Joshua believes in the power of meditation, even if it's on two wheels. He's a proud member of the Tradewinds Cycling Team in Oahu, HI, carrying forward his love for cycling from previous stints in Germany and Japan.

On the personal front, Joshua takes immense pride in his role as a father. His son, Taiyo, is amazing. Incredibly smart and bashful. His joy in seeing his son grow and thrive, especially his bilingual proficiency in English and Japanese, is unmeasured. Professionally, his pride lies in his continuing service as a Marine, a commitment he carries beyond retirement.

Joshua's life philosophy revolves around positivity, recognizing the impact his attitude can have on those around him. He acknowledges the challenges every life stage presents and strives to remain positive, considering it an integral part of both his personal and professional success. This philosophy has guided him successfully through personal and professional trials. Joshua Allen—the quintessential Marine, cycling enthusiast, and proud father.

Tony Panganiban:

Meet Tony Panganiban, an Identity Intelligence Analyst, here at Kavaliro and our second Consultant of the Month for February.

Tony is originally a native of Muslim Mindanao, Philippines and has found his second home in Mililani, Hawaii.

His journey began when he came to the US as a legal immigrant. He eventually became a naturalized US citizen and did all this while serving this great country for 41 long years. The journey he took and how his life has turned out is something he is incredibly proud of.

A blend of knowledge, real-world experiences, being proficient in several Filipino and Moro dialects, and his unique subject matter expertise have paved the path towards his successful career in Intelligence. Having spent his career dedicated to supporting the JSOTF-Philippines mission, he cherishes the positive impact he can make for his host nation and his fellow Filipinos. This sense of fulfillment is what fuels his passion for his job.

With an ever-evolving world of geopolitics, Tony is now keenly focusing on understanding the burgeoning importance of the Philippines as an ally in the Indo-Pacific region. This awareness, he believes, is crucial to addressing regional dynamics and the power competition brewing worldwide.

Outside of work, there are many hobbies that Tony takes joy in. These include reading, enjoying walks with his wife, tinkering with cars, and shooting hoops. Known fondly as "Uncle MOLE" at work, Tony's sense of humor brings joy to his colleagues and adds a unique element to his charm.

Embodying the spirit of humanity, Tony reminds us all to live, love, forgive, share, teach, serve, and always be grateful for everything we have in our lives.

Congratulations again to Joshua and Tony on being February's Consultants of the Month!
